why is there no street modified

Just curious as to why there two classes instead of three? Now its stock or Modified so you either have no mods or a 50k build. It doesn't leave a lot of room to compete when you are in the middle of a build or only have 4-20 mods. Seems like a street modified or mild modified would be a great class to add in to the show since most Z owners fall into this group. What do you guys think?
